Use google to find someone local there are at least a dozen in my area that powder coat auto wheels street bike items commercial stuff etc. To do it the frame is sand blasted till its spotlessly clean then the powder is applied by some kind of static electricity set up to make it stick once it is fully coated the frame is baked in an oven to melt the powder and stick nice and evenly to the metal. The process almost looks like a hairdryer blowing out powder.

Any powder coating specialist will know to plug any thread inserts tight tolerance fittings before spraying. It should cost about 250 for the frame alone. From what i understand of powder coating it is basically solid paint in a powder form.
